SIGNIFICANT AND EXTENSIVE PHYSICIAN PRACTICE MANAGEMENT EXPERIENCE

Thomas K. Lang has been providing “Physician Practice Management” consulting services to numerous physician practices beginning in the early 90’s, via the establishment, then, of his own proprietorship.  These services were heavily focused on billing and collections — encompassing procedure coding, claims processing, collection practices — and the evaluation, selection and implementation of Practice Management / Patient Accounting (PM/PA) software programs.  These services also included significant financial analysis services which encompassed improved reporting from PM/PA software, physician employment agreements / compensation models, practice sale / purchase and financial evaluation of ancillary services.  As a result of this experience, Mr. Lang served as a senior development executive for a Physician Practice Management (PPM) company, PhyMatrix, Inc., in the mid to late 90’s.

Thomas Lang has served as the CEO & Practice Administrator for a large Orthopedic Group Practice requiring administrative process improvement and the implementation of an early-generation Electronic Medical Record (EMR); the Director of Finance and Operations for a multi-site Ophthalmology Group Practice; and as the Process Improvement Consultant for a large multi-site Pediatric Gastroenterology Group Practice.  All of these positions involved workflow process improvement initiatives resulting from either the implementation or improved use of Electronic Health Record (EHR) technology and the creation of efficiencies in information management reporting, workflow and communication within the organization.

HEALTHCARE INFORMATION TECHNOLOGY EXPERIENCE AND ACCOMPLISHMENTS

Thomas Lang extended his experience in the successful implementation of an EMR via involvement with PDA/handheld “point-of-service” information “charge capture” software and provided consulting assistance to a leading charge capture company in the deployment and implementation of their solution in several medical and surgical practices.  From 2006 through 2008, Mr. Lang has provided EMR assessment / selection / implementation consulting services under an agreement with the Florida Academy of Family Physicians (FAFP). The FAFP was sub-contracted to Florida Medical Quality Assurance Inc. (FMQAI) to assist them with the CMS funded DOQ-IT program. In this capacity, Mr. Lang served as the principal Administrative / Technical Consultant and was paired with several EMR knowledgeable Physician Consultants under the team consulting approach of the FAFP program.  Under this program, Mr. Lang assisted 26 primary care practices, involving 48 individual physicians, throughout the State of Florida in their evaluation and selection of an EMR for their medical practice.

In June, 2010, due to his extensive Healthcare IT and hands-on EHR Implementation consulting experience with physician practices, Mr. Lang was hired by the University of South Florida to serve as the Project Manager for the PaperFree Florida Health Information Technology Regional Extension Center (PFF-REC). As 1 of 62 regional extension centers funded by the Office of the National Coordinator of Health Information Technology (ONCHIT), PFF-REC was required to provide Electronic Health Record (EHR) adoption and implementation consulting services to small primary care practices within an 11 county region extending from the greater Tampa Bay  area. Mr. Lang recruited, hired and trained a team of 12 field consultants, oversaw a program enrollment process which attracted 750 primary care providers within one year and deployed and managed this consultant team to provide a full range of EHR assessment, evaluation, purchase and implementation consulting services to these primary care practices.

ACCOUNTABLE CARE ORGANIZATION (ACO) & VALUE-BASED CARE PROGRAM DEVELOPMENT EXPERIENCE

Shriners Hospitals for Children recruited and hired Mr. Lang in 2013 as the Senior Accountable Care Program Manager for its Pediatric Surgical Specialty Hospital System.  In that role, he was tasked with the development of Shriners population management “value-proposition” and outreach strategy for the development of contractual relationships with emerging ACO’s in the geographic regions served by its eighteen (18) domestic hospitals.  In addition, he developed Shriner’s contracting principles, guidelines and programs for entering into risk sharing relationships with the identified ACO partners.  Mr. Lang became familiar with Shriners Cerner PowerChart and related clinical care metrics which were recorded and reported within Shriners Electronic Medical Record (EMR) and mastered the data collection and reporting of these care measures via Shriners SAP – Business Objects reporting software add on.

AMBULATORY SURGERY CENTER (ASC) – BUSINESS DEVELOPMENT, PROJECT MANAGEMENT &   FINANCIAL / OPERATIONS MANAGEMENT EXPERIENCE & ACCOMPLISHMENTS

Thomas Lang has also been active in the development and management of several physician-owned Ambulatory Surgery Centers (ASC) within the State of Florida from 2003 through 2011. He has managed all phases of the ASC projects, from preparation of the initial business plan, compilation of the financial pro-forma, oversight of the design and construction project, equipment acquisition, facility licensing, staff recruitment, accreditation, business start-up and ongoing management oversight.  Mr. Lang developed surgical case billing data collection methodologies to extract & re-format surgical case data from each surgeon / investor to develop surgical case projections for the ASC project.  He also developed and  utilized a customized ASC financial planning model for timely and accurate financial planning.  Mr. Lang’s ASC project management activities had also required extensive involvement and communication with physician owners/investors representing several surgical specialties.

Thomas Lang has co-consulted with several ASC projects in Brevard, Hillsborough, Pasco, Pinellas, Polk and Volusia Counties.  He developed a de novo physician-owned multi-specialty ASC in Flagler County, which opened in the Fall of 2008.  He developed and brought to construction a multi-specialty ASC in St. Lucie County, Florida, which opened in the Spring of 2014.  Mr. Lang’s ASC consulting services have included the specification, purchase, implementation and training oversight for the installation of a market-leading surgery center management software. As a result, he has acquired specific knowledge of the scheduling, billing, inventory and case costing modules for this software and has supervised all related database population and staff training requirements.

FORMER HOSPITAL CEO AND EXECUTIVE WITH SEVERAL OUTPATIENT SERVICE COMPANIES

Mr. Lang’s early career background includes timely advancement within a for-profit hospital chain which included successful performance as the CEO of a for-profit acute care hospital in Tampa, Florida and management responsibility, as COO, of a nationwide mobile diagnostic imaging subsidiary business. He has also been involved in both business development and P/L management roles with other diagnostic imaging services and outpatient service businesses.

EDUCATIONAL CREDENTIALS

Mr. Lang was awarded a B.A., with Honors, in Economics and Social Relations from Carnegie-Mellon University, Pittsburgh, Pennsylvania and a M.B.A. from Yale University’s School of Management, New Haven, Connecticut.  Mr. Lang and his family have been residents of Pinellas County, Florida since 1986.
